  • The established educational guidelines, as well as other rules regarding libraries, are available in Copyright Office Circular 21, “Reproduction of Copyrighted Works by Educators and Librarians,” which can be downloaded from www.copyright.gov/circs/circ21.pdf. See Chapter 13 for more information about Copyright Office circulars and contacting the U.S. Copyright Office.
